In a bowl, add 165g of all-purpose flour, 2 tablespoons of oil, ½ tablespoon of salt, 1 tablespoon of sugar and 300ml of milk. Mix everything very well.
Grease a frying pan with olive oil or oil and add a little of the batter. Once one side is fried, flip and fry the other side, for about 2 minutes. Remembering that the fire must be low so as not to run the risk of burning. Repeat this process until the dough is finished.
Now, in a frying pan, add a little olive oil or oil, 1 minced onion, 2 grated garlic cloves and 1 minced bell pepper. Let it fry. Add 500g of ground beef and cook until all the water is dry.
Add 1 chopped tomato, 1 tablespoon of salt, 1 tablespoon of black pepper, and 1 tablespoon of hot paprika. Mix well. cook for another 2 minutes and reserve.
In a saucepan add 80g of butter and let it melt. Then add 29g of all-purpose flour and mix. Add 600ml of milk and stir again.
Finally, add salt to taste and black pepper to taste. Mix and as soon as the cream thickens, you can remove it from the heat.
Put some ground beef on top of the dough and fold it. Repeat this process until you run out of ingredients. Place the pancakes in an ovenproof dish and pour the white cream. On top, add grated mozzarella cheese.
Bake in a preheated oven at 180 ° C for 15 minutes or until the cheese is melted.
